Operations Manager – SDU

Conduent’s Child Support Enforcement Services and Solutions is a preferred partner to child support enforcement agencies nationwide, we deliver innovative services and solutions. Our State Disbursement Unit (SDU) Solutions processes more than 40 percent of the nation’s child support payments every year, we deliver continuous improvement of payment and disbursement functions. We lead the industry in accuracy, efficiency, and reliability, always keeping the end goal in mind—getting funds to the children and families who need them.

  • Responsible for the management of contract delivery of payment processing, collections and disbursement services, to end user customers.

  • Activities involve maintaining contracted service levels resulting in customer satisfaction, maintaining internal and external relationships, customer satisfaction management, contract commitments delivered within cost targets, overall profit and revenue growth.

  • Plans, manages, and controls the day-to day activities of the local and extended team(s) that provide operational support to our State of California client.

  • Partners with client to provide product/service solutions, process improvements, problem resolutions, and to develop new business.

General Scope:

  • Adapts departmental plans and priorities to address resource and operational challenges

  • Requires in-depth knowledge and experience if the NACHA rules, collections processing (inbound financial instruments), disbursements processing (outbound financial instruments), and customer service

  • Decisions are guided by experience, contracts, policies, procedures, industry standards, and receives guidance from manager

Primary Responsibilities:

  • Manage and collaborate with team of 60 people, made up of supervisors, leads, and line staff to ensure operational excellence

  • Collaborate with local, and extended (remote), resources to meet operational goals, objectives, service levels, and contractual commitments

  • Assist supervisors and leads in the management of human resources, scheduling, policy and procedure development, problem identification and resolution.

  • Participate, and often lead, in the identification of process improvements and costs savings opportunities

  • Build and maintain productive relationships with all stakeholders

  • Acts as a primary client contact, managing the relationship to ensure customer satisfaction

  • Assist in program planning, staffing, budgeting, managing expense priorities, and recommending and implementing changes to methods for the business unit.

  • Develop budget estimates and manage to project/contract to meet revenue and cost projections

  • Determines resource allocation levels to meet project/contract commitments

  • Reviews and resolves issues affecting Company compliance, legal requirements, and client objectives

Operations:

  • Establishes operational objectives and work plans, and delegates assignments to subordinate supervisors.

  • Develops systems and services that support Conduent and business unit needs; provides leadership and focus in area of expertise.

  • Responsible for achieving measurable results on time and on budget.

  • Develop and subsequently implement new projects, policies and procedures for the department(s) to meet specific goals.

  • Formulates and implements procedures on operational processes; ensures operations' effective achievement of objectives.

  • Prepares related reports and audits current procedures to monitor efficiency of operations.

  • Ensures that business practices are performed in accordance with Conduent policy, procedure and applicable federal, state, and local laws and regulations

Qualifications:

  • Minimum of 5 years’ experience in Operational Management

  • Minimum of 4 years’ experience in processing and securing ACH transactions

  • Minimum of 3 years’ experience in Collections (operations)

  • Bachelor’s Degree or equivalent work experience in position related field of Operations Management.

  • Background/Drug Test and Credit Check required
