MMIS Technical Lead

The NH Medicaid Management Information System (MMIS) account is seeking a full-time, on-shore technical lead to manage, maintain, and evolve the New Hampshire Health Enterprise system. HE is the end to end MMIS solution – from provider and member enrollment to end to end claims processing. In NH, the HE module incorporates Java, Informatica, Oracle, Cognos and Control-M as part of its technology stack.

Duties include:

  • Managing and leading code reviews and code walkthroughs

  • Validating unit tests and other code snippet tests from development teams

  • Training and validation of development teams in various location

  • Interface with SME and Testing teams for end to end technical analysis

  • Create technical design documentation

  • Developing, testing and deploying code according to account promotion and documentation procedures

  • Working with client and account staff to incorporate changes in MMIS policy and data into HE

  • Incorporating evolving CMS guidance into HE

  • Working closely with off-shore developers and testers in maintaining the code streams

  • supports other account Maintenance and Operation activities as required.

Skill sets

  • Very good Java coding and development skills including coding, testing, implementing, debugging, and documenting complex programs

  • Very good SQL skills

  • Ability to adhere and to and follow defined and approved coding and development standards

  • Very good ability to interpret the results of the ETL transformations from the ORR to data warehouse.

  • Good testing and analysis skills including validating large volumes of data

  • Ability to run the Control-M jobs

  • Ability to analyze the resulting data for correctness and completeness

  • Ability to promote code through the development environments

  • Ability to create and maintain proper technical documentation

  • Strong written and verbal communication skills to project team

The lead should possess the following additional skills

  • While the coding and development skills listed above are important, they are not as important as certain business knowledge and capability

  • The ability to become a team leader and subject matter expert, owning responsibility for the HE system

  • Understanding of Medicaid data, preferably across multiple business areas including Claims, Member and Provider

  • Self-directed, identifying what needs to be done instead of waiting for specific direction to “do this task”

  • Ability to write and communicate appropriate specifications related to business rule changes and maintain all appropriate documentation

  • Ability to follow account guidance on CR development, documentation and deployment

Ability to review the work of the team and confirm conformance to requirements
